tive session may be held. A majority of the members of the
Town Council shall constitute a quorum for the transaction of
business.

SEC. 17. And be it enacted, That the Town Council shall
appoint from the qualified electors of North Beach a clerk and
treasurer, who shall continue in office during the time for
which said Council is elected, unless sooner removed by said
Council for cause, and whose compensation may be fixed by
the Council. The clerk shall keep in a well-bound book full
minutes of the proceedings of the Council. The treasurer shall
receive all taxes and other money due the town, and shall dis-
tribute the same upon the order of the Mayor. The Council
shall require of the treasurer a bond in a penalty to be by them
fixed and conditioned upon the faithful discharge of his duties
as such treasurer. The treasurer shall annually and at such
other times as he may be required by the Mayor or Council
furnish a detail statement of the condition of the treasury.

SEC. 18. And be it enacted, That the Council shall annually
appoint a bailiff of said town, and such other police officers as
it may deem necessary, and prescribe their duties and compen-
sation. The bailiff, and any other officers of the peace ap-
pointed by the Council under the powers conferred by this
Act, are hereby vested with the same power and authority as
any constable or police officer may now have under the laws
of the State. The bailiff or other police officer may be charged
with the duty of watchman over private residences left vacant
by the owner, and in such case his compensation may be met
by a special tax against the owner or owners of such property.

SEC. 19. And be it enacted, That the Council may appoint
a scavenger and prescribe his duties and fix his compensation
to be paid out of the general fund or by a special tax for that
purpose to be imposed on the occupants of the respective build-
ings and collected as the Council may direct; provided, that
the owner or owners of property shall be responsible for said
tux in case the same cannot be collected from the occupants
thereof; and further provided, that such special tax shall not
exceed one dollar per month on any one dwelling or apartment,
nor three dollars per month on any hotel, to be paid by the
owner or occupant, as aforesaid.

SEC. 20. And be it enacted, That the Town Council may an-
nually levy a general tax for the expenses of the corporation
upon the taxable real property within the town limits, and the
same shall be collected by the treasurer, or by a collector spe-
cially appointed by the Council for that purpose, whose com-
pensation for collecting said taxes shall not exceed five (5) per
cent, on the amount collected. And the said treasurer or col-
