portion the membership of the Town Council among said dis-
tricts and provide for the election of individual members of
the Council from the respective districts in such manner as it
may deem proper and best calculated to secure a fair repre-
sentation of the citizens of the town in the Council; and other-
wise to make provision for the holding and conduct of elec-
tions, general and special, in a manner not inconsistent with
the provisions of this Act.

SEC. 12. And be it enacted, That the members of the newly
elected Town Council shall meet on the Saturday following
their election, or as soon thereafter as practicable, and take
the oath of office to support and maintain the Constitution
and laws of the United States and the State of Maryland, and
to perform their respective duties as Mayor and as members
of the Town Council of North Beach to the best of their ability,
without fear, favor or partiality.

SEC. 13. And be it enacted, That the Mayor and Council-
men shall serve for one year from the date of their election
and until their successors are elected and qualified, and the
service rendered by said Mayor and Councilmen, as such, shall
be gratuitous and without pay, unless and until compensation
be authorized and fixed by a vote of the citizens.

SEC. 14. And be it enacted, That the Mayor, by virtue of his
office, may call upon any officer of said town entrusted with
the receipt and expenditure of public money for a statement of
his accounts at any time he may deem necessary. He shall see
that the ordinances of the Council are duly and faithfully exe-
cuted, and shall report annually to the Town Council the gen-
eral state of the affairs of the town, with an accurate account
of all moneys received and expended during the preceding
year, as shown by the treasurer's books, such report to be made
public for the information of the citizens. He shall act as pre-
siding officer of the Town Council, and, in case of a tie, shall
have the deciding vote.

SEC. 15. And be it enacted, That in case of temporary ab-
sence or disability of the Mayor, the Council may designate
one of its members to act in his stead ad interim; such appoin-
tee to have during such appointment all the powers and juris-
diction hereby conferred upon the Mayor.

SEC. 16. And be it enacted, That the Council shall meet reg-
ularly at least once each month during the months of June,
July, August and September, and as often during the remain-
der of the year as it may deem proper, for the dispatch of busi-
ness. All such meetings shall be public; provided, that, pur-
suant to a vote of a majority of the members present, an execu-
