154A. All assessments heretofore or hereafter made by the
Mayor and Councilmen against property or" property owners
for the improvement of streets, sidewalks and opening of
streets in the town of Frostburg shall be a lien for three years
from the time the same becomes or shall become due and pay-
able upon the property on which said assessment has been or
shall be made, and in the event of. ad appeal being taken by
any property owner from said assessment, the said period of
limitations shall be suspended pending such appeal.
154B. Said assessment shall be a first lien upon the prop-
erty assessed, preferred to all other liens except State, county
and corporation taxes.
154C. The Mayor and Councilmen shall keep a book in the
office of the Tax Collector, in which shall be recorded all liens
claimed under this Act, and the said lien record shall consti-
tute due notice to the purchaser or purchasers of property
therein mentioned of the payment or non-payment of assess-
ments as herein noted.
SEC. 2. And be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 751.
AN ACT authorizing the County Commissioners of Allegany
County to levy funds to be used by the Road Directors for
Allegany County in paying for one-half of the costs of a free
bridge over the Potomac River at or near the village of
Luke, in Allegany County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Allegany County be
and they are hereby empowered to levy on the assessable prop-
erty of Allegany County at their regular annual levy for 1911,
or at any subsequent annual levy, such a sum as may be found
to be necessary for the purpose of joining Mineral County,
West Virginia, in building a bridge across the Potomac River
at some point which may be determined upon as most conven-
ient, connecting the village of Luke, in Allegany County, Mary-
land, with the village of Beryl, in Mineral County, West Vir-
ginia.
SEC. 2. And be it enacted, That said sum so levied shall be
entered to the use of the Road Directors for Allegany County,
for the purpose aforesaid, which Road Directors are hereby
