sale, such certificates of indebtedness shall be awarded such
highest responsible bidders bidding the same price in a ratable
proportion; and if any of said certificates so offered for sale
are not bid for, or if any insufficient price be bid for them, they
may be subsequently disposed of under the direction of the
Governor, Comptroller of the Treasury and Treasurer, or a
majority of them at private sale upon the best terms they can
obtain for the same; provided they shall not be sold at private
sale for less than par and accrued interest.
SEC. 32x. In order that there shall be no delay in carrying
into effect the provisions of this Act, the sum of fifty thousand
dollars, or so much thereof as may be necessary, be and the
same is hereby appropriated from the Treasury proper for the
year 1910 for the carrying out of the provisions of this Act.
SEC. 32Y. The actual cash proceeds of the sales of certificates
of indebtedness to be issued under this Act shall be paid to the
Treasurer of this State upon the warrant of the Comptroller,
and such proceeds shall be used exclusively, as far as the same
may be required, for the purpose of this Act, to wit: the Comp-
troller shall, immediately upon the sale and payment of said
bonds, first return to and credit the Treasury proper for what-
ever appropriation, advances or loans that may have been made
from the same, as provided in Section 32x of this Act, and
the Treasurer shall pay upon the warrant of the Comptroller,
the balance of the proceeds of said bond issue in the manner
and for the purposes herein set forth; provided, that after
deducting the cost incurred by the State Roads Commision in
the performance of the acts required under Sections 32p, 32q,
32R and 32s, the balance of said loan of one million dollars here-
inbefore provided shall be used and applied, when and as re-
ceived in the discretion of the State Roads Commission for the
construction, purchase and condemnation of bridges; or for
connecting up and completing the main lines or arteries of the
system of the State Roads, or other roads, and the cost of pro-
ducing road material. The County of Anne Arundel and the
City of Baltimore shall not, however, receive any of said balance
from the loan hereinbefore authorized, the building of the
boulevard from Annapolis through Anne Arundel County to
the City of Baltimore being constructed as the proportion to
which said county and city are entitled; nor shall the County
of Baltimore receive any portion thereof.) unless the allotment
to which it would be entitled shall exceed the cost of the said
boulevard through said county from the Anne Arundel County
line to the southern end of the State road now authorized and
now being constructed along the old Annapolis road under a
previous order of the State Roads Commission. If, however,
the allotment to which Baltimore County would be entitled
