less than-four hundred and fifty dollars ($450) ; and provided,
further, that if a teacher holds a second-class teacher's certifi-
cate and has taught in the public schools of the State of Mary-
land for a period of eight years, he or she shall receive as an
annual salary not less than three hundred and fifty dollars
($350). The County Commissioners of each county shall levy
a sufficient amount to meet the increase of salaries provided
for in this Act.
122 1/2F. On or before the first day of October of each year
the County Superintendent shall submit to the County School
Board a list of all teachers employed, together with a classi-
fication of their certificates. In determining the class of the
certificates the following points are to be considered: (a)
Scholarship; (b) executive ability; (c) personality, and (d)
teaching power. The County Superintendent may add such
other requirements as may be approved by the State Board of
Education.

CHAPTER 386.
AN ACT to repeal Sections 135, 136, 137, 138 and 142 of Arti-
cle 77 of the Code of Public General Laws of Maryland of
1904, entitled "Public Education," and Sections 122A, 122B,
122c, and 122D, of said Article of the Code as amended by
Chapter 635 of the Acts of 1908; to repeal and re-enact with
amendments Sections 120, 121, 122, 123, 144 and 145 of
said Article; and to add two new sections to said Article, to
come in after Section 123, and to be known as 123A and 123s,
respectively, the same being designed to set forth what shall
constitute a High School in the counties of the State of
Maryland, and to distribute in a more systematic manner
financial aid that is now being extended to secondary edu-
cation, and to provide for supervision and inspection of in-
dustrial and agricultural training, done in the several coun-
ties of the State, by the State Superintendent of Education.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 135, 136, 137, 138 and 142 of Article 77
of the Code of Public General Laws of Maryland of 1904, en-
titled "Public Education," and Sections 122A, 122B, 122c and
122D of said Article of the Code as amended by Chapter 635 of
the Acts of 1908, be and the same are hereby repealed; and
that Sections 120, 121, 123, 123, 144 and 145 of said Article
77, be and the same are hereby repealed and re-enacted with
amendments, and that two new sections, to be known as 123A
