may be appointed, who, in each case, shall have had at least
five years' experience as a teacher of elementary grades, and
such special preparation for this work as may, hereafter, be
determined by the State Board of Education.

CHAPTER 309.

AN ACT to repeal Section 76 of Chapter 584 of the Acts of As-
sembly of 1904, title "Public Education," in so far as the
same makes an annual appropriation for forty-five hundred
dollars for the support of the Normal Department of Wash-
ington College, located at Chestertown, Maryland, and in
lieu thereof to appropriate the annual sum of forty-five hun-
dred dollars for the aid of Washington College.

Whereas, It has been found that the sum of forty-five hun-
dred dollars, the amount now appropriated for the support
of the Normal Department of Washington College, located at
Chestertown, Maryland, is insufficient to maintain a normal
department with a curriculum and organization entirely sep-
arate from the collegiate department; and that the said nor-
mal department has, therefore, to be supported to a consid-
erable extent out of funds that should properly be devoted
to the support of the collegiate department; and

Whereas, The Visitors and Governors do not think it advis-
able at this time to ask the Legislature to appropriate the
additional sum necessary to support the said normal de-
partment in the highest state of efficiency and according to
the provisions of the law; and

Whereas, The training of teachers, which is the true intent of
the law providing for the support of the said normal depart-
ment, can, in the judgment of the Visitors and Governors, be
better provided for by the introduction into the college cur-
riculum of proper courses in pedagogy in accordance with
the provisions of Article 77 "of the Code of Public General
Laws of Maryland, title "Public Education," as re-enacted
by Chapter 635, Section 122E, of the Acts of 1908, and the ad-
vantages of this training can be more generally distributed
throughout the State by a different provision for scholar-
ships; therefore,

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 76 of Chapter 584 of the Acts of the Gen-
eral Assembly of Maryland of 1904, title "Public Education,"
in so far as the same makes an annual appropriation of forty-
five hundred dollars for the support of the Normal Department
