active participation in the primary elections of the respective
political parties; to insure the selection by the different politi-
cal parties, of honest, capable candidates of acknowledged
integrity, who are in accord with the principles of the said
body corporate; to reduce to the minimum, consistent with
efficient government, city and State taxes; to abolish all un-
necessary public offices and expenses with the view of lessening
the burden of taxation; to maintain a neutral position on all
political party subjects, when neither the question of the per-
sonal liberty of the members of the said body corporate, nor
their rights as citizens are involved; to arrange popular and
patriotic festivals, entertainments, etc., and to further and ad-
vance the love of vocal and instrumental music, and physical,
mental, manual and moral training.
SEC. 3. And be it enacted, That the said corporation here-
by formed shall have the power, and it is hereby authorized
at its pleasure to celebrate such special or patriotic occa-
sions as it may deem proper. And it shall have the privilege
of conducting, in connection with these celebrations, a festival
of song and music, an exhibition of arts, industries and manu-
factures and products of mines and seas; to fix admission fees
and dispose of privileges of every kind and character in con-
nection therewith; to erect booths and stands and conduct the
sale of goods and refreshments of all kinds; to provide for at-
tractions, amusements, entertainments and diversions which
it may deem proper; to allot space for exhibits and prepare
classifications thereof, determine the plan and scope of the fes-
tival or exhibition; to appoint judges and examiners and
award prizes and premiums, if any.
SEC. 4. And be it enacted, That the operations of the said
body corporate shall be carried on in the State of Maryland,
and that its principal office shall be located in Baltimore City.
SEC. 5. And be it enacted, That the membership of said body
corporate shall consist of those organizations and individuals
now members thereof, and such others as who, under its laws,
may hereafter be made, admitted or become members.
SEC 6. And be it enacted, That the said body corporate
hereby created shall be managed by an executive committee,
consisting of not less than seven, nor more than twenty-five
members, and that Henry Thomas, Vinceslaus J. Shimek, C,
Ludwig Wagner, William Mattheiss, Max Walther, John F.
Preuss and Henry L. Wienfeld shall manage and conduct the
business and concerns of the said body corporate until March
22, 1911, or until their successors are elected.
SEC. 7. And be it enacted, That this Act shall take effect
from the date of its passage.
