1288 LAWS OF MARYLAND.

Ring property; thence along said line in a general northerly
direction to the westerly line of the David Ring property;
thence along said line to Francis avenue; thence through the
property belonging to the estate of Isaac Francis by a straight
line to a point formed by the intersection of the easternmost
and northernmost lines of the R. E. Stapleton property; thence
along the westernmost outline of said Stapleton property to
the Rolling road; thence southerly along the Rolling road to
the northwesternmost outline of the property of the late Wil-
liam T. Randall; thence southwesterly along the dividing line
between the property of the late William T. Randall and the
property of John J. Donaldson; thence southeasterly along the
dividing line between the property of the late William T. Ran-
dall and the property of the heirs of the late Mrs. J. C. Smith
and the property of Joseph Hines; thence southeasterly along
the dividing line between the property of the heirs of the late
Mrs. J. C. Smith and A. R. White and. the property of said
Joseph Hines; thence continuing in the same general direction
along the westernmost outline of the property of Dr. Louis
Gundry to the northernmost outline of the right of way of the
Baltimore and Ohio Railroad; thence southeasterly along the
dividing line between the property of Dr. Louis Gundry and
the right of way of the Baltimore and Ohio Railroad; thence
in a general southeasterly direction along the right of way of
the Baltimore and Ohio Railroad to the place of beginning;
saving and excepting therefrom the property of J. Byrnes,
located at Relay Station, which property does not bind or
front upon any public street, road or avenue, and is not in-
tended to be included in the provisions of this Act.

SEC. 3. And be it enacted. That every male resident of the
village of Relay above the age of twenty-one years who is a
taxpayer upon property, real or personal, located in said vil-
lage, shall be entitled to become a member of the improvement
association hereby formed.

SEC. 4. And be it enacted, That the Relay Improvement
Association of Baltimore County shall be managed by eleven
directors, who shall be elected annually on the first Tuesday
in April in each and every year, and the officers of said asso-
ciation shall be a president, vice-president, recording secretary,
financial secretary and treasurer, all of whom shall be elected
on the first Tuesday in April of each and every year. Any of
said offices may be filled from among the directors or from
among the members of said association.

SEC. 5. And te it enacted. That the incorporators herein
named shall be and comprise the directors of the Relay Im-
provement Association of Baltimore County until the first elec-
