SEC. 3. And be it enacted, That the said corporation is here-
by empowered to exercise by its board of directors or duly au-
thorized officers or agents, all such incidental powers as shall
be necessary to carry on the business of banking by discount-
ing and negotiating promissory notes, drafts, bills of exchange
and other evidences of debt by receiving deposits, by borrowing
money, by buying and selling exchange stocks, bonds, coin and
bullion, and by lending money on personal or other security;
provided, however, that said corporation shall be subject to the
provisions of Article 11 of the Public General Laws of this
State title "Banks" and any amendments thereof and the
liability of the stockholders thereof shall at all times be deter-
mined by the laws of the State in force at the time the said
liabilities may attach.
SEC. 4. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 64.
AN ACT to incorporate the Relay Improvement Association of
Baltimore County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Charles W. Galloway, Edward B. Gregg, J. Albert
Burton, T. Parkin Scott, Edward E. Herold, Benjamin B. Bar-
ber, George Bowen, S. C. Tanner, J. J. Haines, Charles W. S.
Banks and Robert C. Clark, all being residents of Baltimore
county, State of Maryland, and all other persons who shall
hereafter become members of the improvement association
hereby incorporated "Relay Improvement Association of Balti-
more County," and by that name shall have perpetual succes-
sion and sue and be sued in any Court whatsoever.
SEC. 2. And be it enacted, That said corporation hereby
formed is a corporation for the promoting by all legitimate
and appropriate means the improvements in the village of
Relay, in Baltimore county, particularly in the betterment of
the roads, sidewalks, sanitary measures, drainage and other
improvements of said village, and also the abatement of nui-
sances. Said corporation is strictly non-political and non-sec-
tarian, having for its ultimate object the well-being of the vil-
lage of Relay, which, for the purpose of this Act, is considered
and deemed to be located in the Thirteenth Election District
of Baltimore county, and more particularly described as fol-
lows : Beginning at a point on the north limit line of the right
of way of the Baltimore and Ohio Railroad Company at the
intersection of Viaduct avenue, running thence in a general
easterly direction to the westerly boundary line of the Howard
