may be altered at pleasure, and have all powers and privileges
incident to or that may attach to a municipal corporation.

149. And be it enacted, That at the first regular meeting in
July in each year the Mayor shall appoint one person, a resi-
dent and qualified voter of the city, not a member of the Coun-
cil, to act as clerk to the Council, collector of city taxes and
treasurer, who shall be the same person, for the term of two
years or until his successor is duly qualified, subject, as other
appointed officers, to confirmation by the Council. The said
officer to receive a salary of one thousand dollars per year, and
he shall perform all the duties imposed on him by law or ordi-
nance of the city.

158L. And be it enacted, That the Mayor and Council of
Salisbury be and they are hereby authorized and empowered to
borrow on the faith and credit of the city and for the use of
the city any sum or sums of money, in all not exceeding in the
aggregate ten thousand dollars, and may issue, notes or other
evidence of indebtedness for the same, and in such sums and
payable at such time as they may by ordinance prescribe; pro
vided, that the payment of said notes or other evidence of in-
debtedness issued under authority of this section and the inter-
est thereon must be paid by the Mayor and Council from the
general taxes levied for the use of the city under the power of
this Act conferred, the levying or collecting of any such special
tax for the payment of such notes or other evidence of indebted-
ness being expressly prohibited.

158o. And be it enacted, That the Mayor and Council be and
are hereby authorized and empowered to purchase or condemn
within the limits of said city any property or properties for a
wharf for the use of the City of Salisbury, erection of necessary
buildings thereon, and to pass ordinances regulating the use
thereof, and rent such portions as may not be necessary for the
use of the city. The Mayor and Council may purchase any
property or properties in fee for said purpose and to sell part
or all of same in fee as they may by ordinance provide for
They may condemn any property in fee for said purpose and
sell same or any part thereof in fee, and for the purposes of
condemning any property or properties for a wharf as afore-
said the Mayor and Council shall have all the powers con-
ferred on them as is conferred by Section 1.58E, Chapter 310 of
the Acts of the General Assembly of Maryland, Session of 1908,
for condemning, laying out of public streets, alleys, public
squares, drains and water courses, and their mode of condem-
nation procedure shall be the same as therein provided for lay-
ing out public streets, squares, drains and water courses.
