TALBOT COUNTY. 1157

CHAPTER 545.

AN ACT to authorize and empower the County Commissioners
of Talbot County, in their discretion, to erect, acquire or
establish a county home, almshouse or asylum, for the needy
or insane, and to issue coupon bonds, in their discretion, to
pay therefor.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Talbot County are
hereby authorized and empowered, in their discretion, to erect,
establish and maintain a county home, almshouse or asylum
for the poor, needy, feeble-minded or insane, or any of the said
class or classes of persons.

SEC. 2. Be it further enacted, That for the purpose of carry-
ing into effect the provisions of Section 1 of this Act the County
Commissioners for Talbot County are hereby authorized to ac-
quire such a site or location and of such size and dimensions
as to them may seem proper and most expedient, and to pay for
the same by the moneys acquired, as hereinafter provided.

SEC. 3. And be it enacted, That the County Commissioners
of Talbot County, for the purpose mentioned in Sections 1 and
2 of this Act, are hereby authorized and empowered to borrow,
in their discretion, on the credit of Talbot County, any sum
of money not exceeding ten thousand dollars, and to issue
coupon bonds therefor for the sum of five hundred dollars each,
to be signed by the president of the Board of said Co-unty Com-
missioners for Talbot County, attested by the Treasurer of said
county and the corporate seal of the. County Commissioners of
Talbot County shall be affixed thereto, which said bonds shall
be designated "The County Home Construction Loan Bonds;"
and the said bonds shall bear interest at the rate of four per
centum per annum, payable semi-annually, accounted from the
date of the issuance thereof; and said bonds shall be sold by the
said County Commissioners for Talbot County for a sum of
not less than the par value of the same.

SEC. 4. And be it enacted, That the said bonds to be issued
under this Act shall mature one in each and every year from
the date of issuing the same, and the said bonds, with interest
thereon, shall be paid and canceled by the said County Com-
missioners of Talbot County, one during each and every year,
until the whole of the said bonds have been paid; and the date
of issue shall be the same on all the bonds issued under this
Act.

SEC. 5. And be it enacted, That to pay and cancel the said
bonds issued under this Act the said County Commissioners of
Talbot County shall annually levy upon the assessable property
