SOMERSET COUNTY. 1095

persons for hire, burden or pleasure, and to provide and regu-
late the numbering of same; to regulate the speed of horses,
vehicles, automobiles, cars and locomotives in the city limits;
to regulate the harbor of Crisfield, the anchorage of vessels in
the navigable waters of the city, the hauling in the public
wharf and other wharves. For these purposes each policeman
of said city shall have all the usual rights and powers of har-
bor master; to regulate the erection and maintenance of proper
.safety appliances by railroad at street crossings; to regulate
and license all pawnbrokers, junk dealers, fire and slaughter
sales, auction sales, peddlers of nostrums, remedies, medicines,
notions and other goods, patents, secret or pretended inven-
tions ; to regulate and license or prohibit all nine or ten pin
alleys, bowling alleys, skating rinks, theatres, moving pictures,
shows, boxing and sparring matches, wrestling contests, and all
shows and exhibitions of every kind; to provide for the restrain-
ing of theatrical or other public amusements within said city;
to regulate the construction and maintenance of exits from
places of amusements and all public buildings; to prevent
gambling and games of chance; to regulate the use of sidewalks
and all structures in, under or above same, and to require the
owner or occupant of premises to keep the sidewalks in front
of same and the gutters thereof free from snow and other ob-
structions, and to prescribe hours for cleaning same; to regu-
late or prevent the throwing of sweepings, dust, ashes, offal,
garbage, paper, hand-bills, dirty liquids or any other offensive
or objectionable material into any street, alley or public place,
or any vacant lot in said city; to regulate or to prevent the use
of streets, sidewalks and public places for signs, signposts, awn-
ings, awning posts, poles, horse troughs, steps, railings, en-
trances, rocks, passing hand-bills and advertisements and dis-
play of goods, wares and merchandise; to construct at public
expense or to grant franchises for and to regulate the putting
in of sewers or drains on or under its streets or alleys and the
charges for entering and maintaining same; to construct and
maintain works and apparatus for at public expense or to grant
and regulate franchises to electric light company, power com-
panies, gas companies, telephone companies, telegraph com-
panies, street railway companies, water companies, sewer and
drain companies, and any other which they may deem advan-
tageous and beneficial to said city or the inhabitants thereof,
and to regulate the charges therefor by the municipality or for
service of such companies as now possess or may hereafter ob-
tain franchises in said city; all such franchises shall be for a
definite term of years, not exceeding twenty-five years, and be
renewable at the discretion of the Mayor and Council, and shall
specially set out the nature, right and duration of same, and
