Council shall cause at least one week's notice of the return of
same to be given in one or more newspapers published in said
city, naming a time, not to exceed ten days, in which they will
receive and hear objections. The return of the assessors shall
be open to the inspection of taxpayers, and any one feeling ag-
grieved at the action of the assessors in assessing his property
may within the time limited appear before said Council, who
may on hearing alter or change any assessment appealed from
either by decreasing or increasing same. No person shall be
assessed whose property does not amount to one hundred dol-
lars in the aggregate. The Council at any time of its own op-
tion or on petition of any taxpayer, when they shall deem the
assessment of any owner's property to be wrong, may cause
owner to be notified by the clerk to appear before them at a
certain time to be named in said notice, at which time they may
assess, add to, decrease or increase the assessment of the owner
notified. The Council may provide by ordinance means for
compelling owners of property to furnish a list of same and the
value, under oath, and prescribe for failure to make return or
schedule of same; provided that any one feeling aggrieved by
the action of the Council in the assessment of his property may
appeal to the Circuit Court for Somerset County, who shall
hear the same de novo, and the Court's action shall be final,
and the Court may award costs in its discretion.
87. The Mayor and Council of Crisfield shall have power to
pass all by-laws and ordinances not contrary to law for the
good government of the city and to preserve the health, peace,
safety and well-being of the inhabitants thereof; to prevent and
remove all nuisances and obstructions from the streets, lanes
and alleys, navigable waters or wharves, and from lots adjoin-
ing streets or any other place within the limits of said city; to
restrain all disorders, disturbance, annoyances, disorderly con-
duct and drunkenness therein; to suppress street walkers and
bawdy houses; to prevent firing of guns, cannons, pistols, rifles,
slingshots, firecrackers or other fireworks or other explosives
therein; to suppress fires and prevent the danger thereof; to
establish and maintain a fire department; to regulate the erec-
tion or repairing of buildings and grant permits therefor, speci-
fying the material of which same shall be built and purpose for
which same is to be used; to direct in what part of the city
wooden buildings shall be erected; to prevent and regulate
storage of gunpowder, oil or other combustible matter in such
quantities and in such places as they may deem proper; to pre-
vent obstructions on the streets, lanes, alleys and highways of
said city; to regulate the width of tires of all vehicles used upon
the streets, lanes or alleys of said city; to license carts, wagons,
carriages and other vehicles used for transporting goods for
