1080 LAWS OF MARYLAND.

ing section, and biennially thereafter, on the same day, Mayor
and Councilmen in number sufficient to fill the place of Mayor
and Councilmen whose terms shall have expired; provided, that
in addition to qualifications mentioned, they shall possess the
following qualifications: (1) Any male citizens of said age
who has never been convicted of any infamous crime in the
State of Maryland or in any other of the States of the United
States, or in any foreign country, shall be entitled to vote.

(2) If prior to January 1st, 1868, a citizen of said city was
entitled to vote in this State, or any other State of the United
States, at a State election, he shall be entitled to vote; and (3)
if such citizen of said city is a lawful male descendant of a
person who prior to January 1st, 1868, was entitled to vote in
this State, or in any other State of the United States, at a State
electipn, he shall be entitled to vote; and no person not qualified
as above mentioned shall be entitled to vote at election for
Mayor and Council of Crisfield; said Mayor shall annually
appoint one person as officer of registration, whose duty shall
be to euter in proper and convenient books, to be provided by
said Mayor and Council of said city, the names of all persons
applying for registration who he is satisfied are entitled to
vote, and said officer of registration is hereby empowered to
administer oaths to applicants and witnesses touching qualifi-
cations for city registration; said officer of registration shall
sit, with his official books, from one o'clock P. M. on the
Wednesday and Thursday preceding every municipal election.
Right of challenge and appeal for removal from lists of im-
properly registered person or persons refused registration who
feel themselves aggrieved by the decision of the registrar, shall
lie with the Mayor and Council, who shall meet between the
hours of two and five P. M. the Friday before election to hear
such appeals and evidence, if any, and their decision shall be
final; but every applicant or challenger must be duly informed
by a bailiff of such appeal. The registration lists now used and
made under existing law or ordinance shall, together with such
additions, omissions and alterations as may become necessary,
constitute such registration lists; and such registration shall
be essential to the rights of voting at any election held under
this charter. The Mayor or registrar shall give at least five
days' notice of the time and place of his sittings by hand-bills
posted in at least ten conspicuous places in said city, or by
advertisement in one or more city newspapers. Said registrar,
as soon as his sittings are furnished, shall forthwith return all
books and other official papery and documents to the Clerk of
the City Council. Any person who shall wilfully swear before
such registrar in order to procure his name to be placed on the
registration on list shall be guilty of the crime of perjury, and
