1064 LAWS OF MARYLAND.

connect their respective houses or other buildings, drains,
wells, sinks, cesspools or other receptacles of sewage or drain-
age, with said sewerage system, and to forthwith either seal
up or fill up their privy sinks, wells, cesspools, drains or sew-
age receptacles, and to abandon the use of the same, under
the direction and control of the Town Commissioners of Cen-
treville. And full power and authority is hereby conferred
upon the Town Commissioners of Centreville to provide by or-
dinance or ordinances fines and penalties for the failure, neg-
lect or refusal of the owners or occupants of such premises to
seal up or fill up such wells, ppivy sinks, cesspools, drains or
other sewage receptacles, or to submit to the sealing up or fill-
ing up same at the expense of the said owners or occupants.

SEC. 5. And be it enacted, That the Town Commissioners
of Centreville be and it is hereby authorized and empowered
to borrow, on the faith and credit of said corporation, a sum
of money not to exceed the sum of ten thousand dollars
($10,000), and to issue coupon bonds in the name of said mu-
nicipal corporation for the amount so borrowed, each bond to
be issued for the sum of two hundred and fifty dollars, and
to be signed by the three Commissioners of said corporation,
and the seal of said corporation shall be attached to each
bond; but the coupons for interest may be authenticated by
the engraved, lithographed or printed signature of the treas-
urer of said corporation alone. Said bonds shall bear interest
at the rate of five per centum per annum, payable semi-annually
in each and every year, and dated on the first day of their
issue. The said bonds shall be numbered consecutively, and
bond No. 1 shall be due and payable one year from the
date of issue, and thereafter each bond shall mature and be
payable each consecutive year from the maturity of bond No. 1
in the order of their consecutive numbers. Said bonds shall
have printed on them a distinct reference to this Act as direct-
ing the issuance of the same. Said bonds shall be exempt from
taxation in Queen Anne's County and the municipalities
thereof.

SEC. 6. And be it enacted, That the Town Commissioners
of Centreville shall sell said bonds at public or private sale,
but no bond shall be sold for less than its par value. The pro-
ceeds of the sale of the said bonds shall be deposited in bank
as a separate fund in the name of "The Town Commissioners
of Centreville, Sewer Fund," and shall be withdrawn only by
checks signed by the treasurer of said corporation, counter-
signed by at least one other Commissioner of said corporation.
The proceeds of the sales of said bonds shall be applied for
the purpose of establishing, constructing and extending said
