1036 LAWS OF MARYLAND.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That R, Hugh Perre, Dr. H. M. Bowen, R. E. Baden, W.
W. Early, J. W. Wilson, Thomas E. Bean and Robert Connick,
be and they are hereby constituted a building committee for
the purpose of purchasing a lot or lots in the Fourth. Eighth
or Eleventh Election Districts of Prince George's County,
State of Maryland; said lots to be situated within a radius of
one-half mile of the St. Paul's Protestant Episcopal Church,
and erecting and furnishing on the lot or lots purchased a pub-
lic school building, to be used for high school purposes for the
pupils of Prince George's County free from any charge for in-
struction therein whatsoever.

SEC. 2. And be it enacted, That of the aforesaid builing com-
mittee four members shall constitute a quorum, and the con-
currence of four members of them shall be necessary for the
decision of any or all questions which may arise in the dis-
charge of their duties, and all vacancies occurring in said build-
ing committee, whether by death, resignation, refusal to act
or otherwise, shall be filled by the School Commissioners of
Prince George's County...

SEC. 3. And be it enacted, That the said building committee
be and they are hereby authorized to purchase a lot or lots in
the Fourth, Eighth or Eleventh Election Districts of Prince
George's County, State of Maryland, said lot or lots to be
situated within one-half mile of St. Paul's Protestant Episco-
pal Church, and procure and adopt a plan and specification
for the erection of said schoolhouse; and when adopted, said
committee shall invite sealed proposals by advertisement for
a reasonable time, for the erection of said school building,
which proposal shall be sent in sealed envelopes in care of the
School Superintendent of Prince George's County, addressed
to said committee, and shall be publicly opened on a day and
at the hour named in said advertisements; said proposals set-
ting forth the amount of money for which the parties propos
ing will complete the building according to the specification
and plans, and the time or times at which payment therefor
shall be made, and the time when said building shall be com-
pleted; and the said building committee shall award the con-
tract to the lowest responsible bidder upon such bidder giving
bond to the Board of County School Commissioners in such
penalty as said committee shall determine, conditioned for the
faithful performance of the contract entered into. The build-
ing committee is hereby required to employ one or more com-
petent architects, under whose control and supervision, as to
material and workmanship, such building shall be erected; the
building committee shall also select proper furniture for the
