keep a book in which shall be fairly written down in the Eng-
lish language at the time of making the purchase of such ma-
terials a description of all articles so purchased, the name and
residence of the person from whom such purchase was made,
and the day and hour of such purchase; and such books shall
at all times be open to any and every member of the police
and detective forces of said County, or any subdivision thereof.
Such book or books must be preserved for a period of at least
three years after the date of the last purchase or transaction
recorded in such book.
SEC. 3. And be it further enacted, That any person who
shall violate, neglect, fail or refuse to comply with any or all
of the provisions of the preceding sections shall for each offense,
upon conviction before any Court of competent jurisdiction,
be fined not less than twenty dollars nor more than five hun-
dred dollars, and in default thereof be imprisoned in the
County Jail for a period not exceeding ninety days.

CHAPTER 463.
AN ACT to authorize and require the County Commissioners
of Charles County to levy a sum of money to build a new
school house on a lot given by Samuel Henderson on the
road leading from the Brick Church to Grayton Post Office
in Charles County.
SECTION 1. Be it enacted by, the General Assembly of Mary-
land, That the County Commissioners of Charles County, be
and they are hereby authorized and, required to levy the sum of
seven hundred ($700.00) at their next annual levy for the
purpose of building a new schoolhouse for white children, on a
lot given by Samuel Henderson on the road leading from the
Brick Church to Grayton Post Office, in Charles County, the
said money to be paid to the County Board of Education of said
