be for a period of two years, except as follows: Two of said
Councilmen shall be elected on the first Monday of March,
1918, for terms of three years each and no election shall be
held for said town in the year of 1919, but the two Councilmen
aforesaid, together with the two holdover members of said
council as now constitute for full council until such time as
their successors shall qualify. Thereafter beginning with the
year 1920 two Councilmen shall be elected annually to serve
for a period of two years. No person shall be eligible to the
office of Mayor or Councilman unless he is a citizen of said
town, is qualified to vote for members of the General Assembly
of Maryland, and has title to real estate within the corporate
limits of said town. In case of any person having been elected
Mayor or Councilman shall cease to be a resident or freeholder
in said corporation, he shall immediately cease to hold or exer-
cise said office, and it is hereby declared vacant and shall be
filled as hereinafter provided, and in addition the Mayor shall
be entitled to the fees hereinafter allowed. During his said
term of office, the Chief Bailiff shall also be the Tax Collector
for said town and shall perform all of the duties hereinafter
vested in the Tax Collector and receive such compensation as
if provided for the same.

Section 5. The annual election for officers of said town
shall be held on the first Monday of March in each and every
year, except that no election shall be held in the year 1919 as
provided in Section three. The Mayor and Council shall have
the power to fix the hour and place for holding said election
in said town, and the length of time the polls shall be kept
open, and shall give due notice of such election by printed or
written handbills posted in at least six public and conspicuous
places in said town, at least ten days prior to the holding of
such election. Such Mayor and Council shall have power to
appoint Judges and Clerks for such elections, and it shall be
their duty to do so, and to make all other necessary arrange-
ments for holding the same, not herein provided for. The term
of office of all officers of said town shall expire on the first
Monday of March or as soon as their successors are elected and
qualified.

Section 6. The Mayor shall preside at all meetings as he
shall from time to time deem necessary, the regular monthly
meeting to be held on the first Monday of each and every
month, but shall have no vote upon any pending question ex-
cept in case of tie, when he shall have the deciding vote, but
