them by this Act, but if the majority of votes cast at said elec-
tion upon said question be "Against School Building Bonds,"
then this Act shall be of no effect.

CHAPTER 361.

AN ACT to repeal Section 3 of Chapter 28 of the Acts of
1916, entitled "An Act to repeal and re-enact with amend-
ments Chapter 311 of the Acts of 1904," entitled "An Act
to incorporate the town of Vienna, in Dorchester County,
Maryland," and to re-enact said Section 3 with amendments.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 3 of Chapter 28 of the Acts of 1916, en-
titled An Act to repeal and re-enact with amendments Chapter
311 of the Acts of 1904, entitled "An Act to incorporate the
town of Vienna, in Dorchester County, Maryland," and to re-
enact said section with amendments, be and the same is hereby
repealed and re-enacted so as to read as follows:

Section 3. That the male citizens of Vienna aforesaid, of
twenty-one years and upwards, being citizens of the State of
Maryland, who have resided in said town for and during the
space of six months immediately preceding any town election
shall, on the first Monday of May, 1918, or as soon thereafter
as may be convenient, and every two years thereafter on
the first Monday in May, elect five commissioners to serve
for two years and until their successors shall be duly elected
and qualified. Such Commissioners shall be residents of said
town, have actually resided therein not less than six months
next preceding their election, continue to reside therein dur-
ing the term of their office, be the owners of real estate within
said town, and serve without pay.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and shall
take effect from the date of its passage.
