cation of Carroll County, who shall account for the same and
the expenditure thereof in the same manner as they account for
other moneys passing through their hands.

SEC. 5. And be it enacted, That the Board of Education of
Carroll County shall expend not more than Fifty Thousand
Dollars ($50,000) of the proceeds of the "Carroll County.
School Bond Issue of 1919" in any one year nor more than
Twenty-five Thousand Dollars ($25,000) in any one election
district, nor in any case shall any of the money provided by
said bond issue be expended by said Board of Education of
Carroll County for the purchase of land, the payment of debts
other than those contracted under the provisions of this Act or
for any purpose .other than those provided for in Section 1 of
this Act.

SEC. 6. And be it enacted, That whenever the Board of
Education of Carroll County shall decide to build a new school
building or an addition to any school building, the Superin-
tendent of Schools of Carroll County shall notify the president
of the Matrons Club, or corresponding organization of the,
school or schools for which a new building is to be erected, and
the president of such organization, or organizations, shall call
a public meeting of all the members of the organizations for
the purpose of electing a committee of five persons, who, with
the County Superintendent of Schools, shall constitute the
Building Committee for the proposed new school building.

SEC. 7. And be it enacted, That, inasmuch as a deed of
land has been accepted by the Board of Education of Carroll
County from the citizens of Hampstead with the understand-
ing that a new building would be erected thereon, and plans-
have been drawn and bids asked therefor, the first building
erected under the provisions of this Act shall be erected at
Hampstead.

SEC. 8. And be it further enacted, That at the election to
be held on November 5, 1918, the question of bond issue for
the purposes provided in this Act shall be submitted to the
legal voters of Carroll County and the Supervisors of Elections
of Carroll County shall place upon the ballot the words "For
School Building Bonds" and "Against School Building Bonds,"
and if a majority of the votes at said election upon said ques-
tion shall be cast "For School Building Bonds," then, and not
before, the Board of County Commissioners of Carroll Count 7
shall proceed to execute the powers and duties imposed upon
