dangerous, and inconvenient, and inadequate for the present
volume of traffic across the said stream; therefore,

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Wicomico County be,
and they are hereby, authorized and empowered to erect and
maintain a substantial bridge, safe for travel by pedestrians,
teams and vehicles, across Wetipquin Creek, in Wicomico Coun-
ty, Maryland, at the point where the ferry is now operated
across said creek in said county, within eighteen months from
the passage of this Act, subject to such conditions and limita-
tions as may be prescribed by the Secretary of War.

SEC. 2. And be it further enacted, That the said County
Commissioners are hereby authorized and empowered to ad-
vertise in such newspapers as they deem beet for bids, to erect
such bridge as may be necessary to carry out the provisions and
requirements of this Act.

All bids submitted for the erection of the said bridge shall
be accompanied by plans and specifications for the same, and
the County Commissioners shall have the right to reject any
and all bids received by them. In case all bids are rejected,
said County Commissioners may contract for the erection of
the said bridge, without further advertising.

SEC. 3. And be it further enacted, That the County Com
missioners of Wicomico County, be and they are hereby au-
thorized and directed to levy on the property of Wicomico
County, subject to taxation for other county purposes what-
ever sum of money may be requisite to pay the expenses in-
curred in and about the planning and advertising and negotiat-
ing for the said bridge, and the cost of the said bridge, the
said taxes so levied to be a lien on property in said county as
other county taxes are now, and to be collected by the Treas-
urer of the said county as other taxes are now collected; pro-
vided that the said County Commissioners may levy all or such
part of the amount required for said purpose in any one year,
as they deem best; the whole to be levied in not more than
three years.

SEC. 4. And be it further enacted, That this Act shall take
effect from the date of its passage, being hereby declared to be
an emergency law, necessary for the immediate preservation of
the public safety.
