of Public General Laws of Maryland, entitled "Manures and
Fertilizers" be, and the same are, hereby repealed and re-
enacted with amendments, and four new sections be, and they
are, hereby added to said Article 61 of the Code of Public
General Laws of Maryland to follow immediately after Section
13 of said Article 61 and to be numbered 14, 15, 16, and 17, re-
spectively; so that said Sections 1 to 17, inclusive, of said
Article 61 of the Code of Public General Laws of Maryland
shall, severally and respectively, be and read as follows:

SEC. 1. That the term "fertilizer" as used in this Act shall
mean any commercial fertilizer, or any article, substance, or
mixture sold, offered, or exposed for sale, for manurial pur-
poses in the State of Maryland of which the selling price shall
be more than $5.00 per ton of two thousand pounds, but shall
not include ground gypsum, lime, ground limestone, ground
shells, or dung of domestic animals, in bulk, when sold a such
and when not mixed with other fertilizer or fertilizer materials.
The term "State Chemist" shall mean the Professor in charge
of the Chemical Department of the Maryland State College of
Agriculture, who shall be ex-officio State Chemist. The term
"brand" shall mean the full name, brand and trade-mark under
which a fertilizer is sold, together with a statement of the per-
centage of the valuable ingredients contained in said fertilizer.

SEC. 2. That every manufacturer, jobber, or manipulator of
commercial fertilizer, and materials used in the manufacture
of the same, who may desire to sell or offer for sale in the State
of Maryland such fertilizer or fertilizer materials before offering
the same for sale shall file with the Maryland State College of
Agriculture upon forms furnished by said College the name of
each and every brand of fertilizer which it is desired to sell
in the said State by any said manufacturer, jobber, or manipula-
tor, or their agents, together with the name and address of said
manufacturer, jobber, or manipulator, and the guaranteed
analysis of said fertilizer stating the sources from which the
phosphoric acid, nitrogen and potash are derived; and if the
said fertilizer is sold under a different name, or names, said
fact shall be stated and the different brands which are identical
in composition shall be named. The said statements filed with
the said College shall be published at least semi-annually to-
gether with the analyses made by, or under, the direction of
the State Chemist as hereinafter provided.

SEC. 3. That every importer, manufacturer, manipulator,
dealer, or agent before selling, offering, or exposing for sale,
