the records of the County Commissioners and on file as such in
their office. And the office auditors in reference to the County
Commissioners, County Treasurer and Collector, as heretofore
existing, is hereby abolished.

SEC. 105M. And be it further enacted. That during the sit-
ting of the said Board of Estimates, during the month of April,
the County Commissioners shall during that month make ad-
justments of tax accounts upon the application for such by any
taxpayer, and that after the month of April and the said sit-
tings of the Board of Estimates, the County Commissioners,
shall not entertain nor act upon any application for adjust-
ment of tax accounts by taking off property or changing prop-
erty from one taxpayer's account to that of another. And this
Act shall apply to and govern the budget made in Dorchester
County in the month of May, 1918.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public safety, and being passed upon
a yea and nay vote supported by three-fifths of all the mem-
bers elected to each of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.

CHAPTER 315.

AN ACT to repeal Sections 1 to 13, inclusive, of Article 61
of the Code of Public General Laws of Maryland, entitled'
"Manures and Fertilizers", and to re-enact the same with
amendments, and to add four new sections to said Article 61
of the Code of Public General Laws of Maryland, to follow im-
mediately after Section 13 of said Article 61 and to be num-
bered 14, 15, 16, and 17, respectively; providing for the reg-
istration, sale, inspection and analysis of commercial fer-
tilizers, phosphates, fertilizer materials, and chemicals, in
the State of Maryland, and for the dissemination of infor-
mation regarding the contents of fertilizers subject to the
provisions of this Act, the use and compounding of commer-
cial fertilizers, and the administration and enforcement of the
provisions of this Act.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 1 to 13, inclusive, of Article 61 of the Code
