alties for the violation of the provisions of this Act, and to
provide that no laborers, workmen or mechanics employed
directly by the Road Directors of Allegany County shall be
paid less than two dollars ($2. 00) per diem; and to provide
stated periods of payment for said employees.

Section 216U. Be it enacted by the General Assembly of
Maryland, That five additional sections, to be known as 216U,
216U1, 216U2, 216U3, 216U4, of Article 1 of the Code of
Public Local Laws, title "Allegany County, " sub-title "County
Commissioners and Roads, " be added to said Article, said sec-
tions fixing the minimum rate of wages for laborers employed
by the Road Directors for Allegany County at two dollars
($2. 00) per diem, and to further provide that persons em-
ployed by contractors engaged in work for the Road Directors
of Allegany County shall be considered employees of said Road
Directors and to provide penalties for the violation of this
Act.

Section 216U1. Be it enacted, That eight hours shall con-
stitute a day's work for all laborers, workmen and mechanics
who may be employed by or on behalf of the Road Directors
for Allegany County, except in cases of extraordinary emer-
gency which may arise in cases where it may be necessary to
work more than eight hours per calendar day for the protec-
tion of property or human life; provided that in all such cases
the laborer, workman or mechanic so employed and working
to exceed eight hours per calendar day shall be paid on the
basis of eight hours constituting a day's work; provided, fur-
ther, that the rate of per diem wages paid to laborers, work-
men and mechanics employed directly by the Road Directors
for Allegany County shall not be less than two dollars per
diem; provided, further, that not less than the current rate of
per diem wages in the locality where the work is performed
shall be paid to laborers, workmen or mechanics employed by
contractors or sub-contractors in the execution of any contract
or contracts in any work done for the Road Directors of Alle-
gany County; and said employee shall be paid by the Road
Directors semi-monthly.

Section 216U2. Be it further enacted, That all contracts
hereafter made by or on behalf of the Road Directors of Alle-
gany County with any person or persons or corporations for
the performance of any work for the said Road Directors of
Allegany County on the said roads of said County, shall be
