for white pupils in Charles County, the same to be located,
constructed and equipped by the County Board of Educa-
tion of Charles County in accordance with the provisions of
this Act; and providing also for the payment of the re-
mainder of the cost and expense of said High School, over
and above the $8,000 to be paid by the State as aforesaid,
which remainder shall not exceed the sum of $4,000, from
the net proceeds of the sale, by this Act authorized, of the
Indian Head public school lot and building and of the Gly-
mont public school lot and building, and from levies, by
this Act authorized, imposed upon all the taxable property
of Charles County and upon the taxable property of fre-
cinct No. 2 of the 7th Election District of Charles County.

CHAPTER 312.

AN ACT to appoint an unpaid commission of twelve citizens as
follows: One from the First Congressional District, two from
the Second Congressional District, three from the Third Con-
gressional District, three from .the Fourth Congressional Dis-
trict, one from the Fifth Congressional District and two from
the Sixth Congressional District, to take under advisement
and formulate plans for the establishment of a Maryland
State Cemetery, accessible to all sections of the State and
beyond all danger of encroachment from any City, and make
a report to the next Session of the General Assembly of
Maryland with a bill in the form of an Act which will provide
for perpetual care, that will keep sacred, intact, and beautiful,
so long as the State itself exists, a cemetery in which the
original purchasers of plots cannot be exhumed and thrust
aside by subsequent heirs to make room, for later generations,
and to provide that it shall also be a cemetery for persons of
moderate circumstances to provide resting places for them-
selves and their loved ones with no chance that their graves
would ever or could ever be desecrated so long as the com-
monwealth existed.

WHEREAS, It is a matter of common knowledge that there is a
widespread and lamentable neglect of burial places in. this State,
It matters not whether the Maryland cemeteries be controlled by
corporations as means of making money, or whether well-
intentioned cooperative organizations institute them, or whether
