the Budget by the Legislature of 1918 for the years 1919 and
1920, respectively, shall be used by the Board of Managers of
the Maryland Industrial Training School for Girls to cover
the said excess of per capita cost for the years 1919 and 1920,
respectively; and provided, further, that the sum of two thou-
sand ($2,000) dollars or as much thereof as may be necessary
is hereby appropriated to cover any deficit of income prior to
October 1st, 1918.
SEC. 9. And be it further enacted, That this Act shall
take effect from and after June 1, 1918.

CHAPTER 304.
AN ACT to Repeal and Re-enact with amendments Section 1 of
Chapter 714 of the Acts of the General Assembly of Mary-
land of 1916 entitled, "An Act to regulate license fees and
the operation of motor vehicles to be used in the public trans-
portation of merchandise or freight operating over State,
State Aid, improved County roads, and Streets and Roads,
incorporated towns and cities in the State of Maryland, to
provide for the disposition of such fees and for the penalties
for the violation of this Act''; the same providing for an in-
crease in the annual license fees for such mo.tor vehicles.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 1 of Chapter 714 of the Acts of the General
Assembly of Maryland of 1916 entitled, "An Act to regulate
license fees and the operation of motor vehicles to be used in the
public transportation of merchandise or freight operating over
State, State Aid, improved County roads, and Streets and
Reads incorporated of towns and cities in the State of Maryland,
to provide for the disposition of such fees and for the penalties
for the violation of this Act," be and the same is hereby re-
pealed and re-enacted with amendments so as to read as follows:
SECTION 1. It shall be the duty of each owner of a motor
vehicle to be used in the public transportation, of merchandise
or freight, operating over State, State Aid, improved County
Roads, and Streets and Roads of incorporated towns and cities
in the State of Maryland, to secure a permit from the Public
Service Commission of Maryland to operate over said roads and
streets, and present same to the Motor Vehicle Commissioner.
