or until their successors shall, respectively, be named and ap-
pointed, seven of which said Board of Managers shall consti-
tute a quorum for the transaction of business, and the said
Board of Managers of the Maryland Industrial Training
School for Girls shall make rules and regulations for the gov-
ernment of said institution, not inconsistent with the laws of
this State, which they may deem necessary and proper for the
public welfare and the best interests of the said institution
and its inmates, and the said Board of Managers of the Mary-
land Industrial Training School for Girls are hereby author-
ized to exercise all the powers and authority heretofore con-
ferred upon the Managers of the Maryland Industrial School
for Girls, formerly the Female House of Refuge, under Sec-
tions 593, 594 and 595 of Article 27 of the Code of Public
General Laws of this State as fully and absolutely as if the
same were herein repeated, recited and specifically set out and
re-enacted, and shall appoint all necessary officers and em-
ployees, provided, however, that until said Board of Managers
shall appoint the necessary officers and employees and make
rules and regulations for the government of the institution,
the present officers and employees shall continue in the dis-
charge of their present functions and duties and the existing
rules and regulations shall continue in effect; and provided,
further, that the possession of all property, real and personal,
which may be acquired or held by said Board of Managers of
the Maryland Industrial Training School for Girls shall be
held by said Board of Managers as the public agent and trus-
tee for the State of Maryland.
SEC. 3. And be it further enacted, That upon the expira-
tion of each of the terms of office of the several members of
the Board of Managers of the Maryland Industrial Training
School for Girls the Governor shall appoint bi-annually five
persons, residents of this State, for the term of six years from
the first day of June next ensuing after the date of their ap-
ment until their successors shall have duly qualified, and
shall appoint from time to time during the existence of said
institution, as said terms expire, five persons, residents of this
State, for a full term of six years, so that the Board of Man-
agers shall be divided into three classes, one-third of whom
shall go out of office every two years; and the Governor shall
have power, in case of any vacancy occurring in any of said
classes from death, resignation, removal from State, failure
to qualify within thirty days after the first of June following
