for general road purposes, shall be expended as needed for re-
surfacing or extraordinary repairs of macadam or other per-
manently improved roads which the county is charged with the
duty of maintaining. The said Board of County Commis-
sioners shall also make a general annual levy of an amount not
to exceed six cents on one hundred dollars of the taxable prop-
erty of said county to be expended in the discretion of the said
Board of County Commissioners in re-surfacing the macadam
or other permanently improved roads of the county or when-
ever it or any of it is not needed for re-surfacing or repairs
it may be used in the construction of continuous stretches of
new macadam, or other permanently improved roads, or in the
construction of new macadam or other permanently improved
stretches of road to connect such macadam roads, which may
have been constructed, or may be used for the construction of
any new permanently improved road. And the said Board of
County Commissioners shall make no other general levy for
road purposes in said county; and provided further, that not
later than the first Monday of April preceding the annual levy
the said Board of County Commissioners shall publish in at
least two of the County newspapers a statement of the amount
of money which it is proposed to be levied and apportionable
to the several election districts for repairs to dirt roads; the
amount which will be levied together with the total amount
which will be available to each election district for ordinary
repairs to macadam or other permanently improved roads;
the amount, with sources of same, which will be available for
re-surfacing and other extraordinary repairs to macadam, or
other permanently improved roads, with the names of the roads
by election districts upon which such re-surfacing or extraor-
dinary repairs are to be made, and the estimated amount which
will be available for the purpose on each of such roads; the
names by election districts of the roads which said board has
selected to be macadamized or permanently improved during
the ensuing year, and the estimated amount which will be
available for each of said roads; and said board shall set a
date, not later than April 16th following, upon on which date
it will receive requests from the citizens and taxpayers of the
several election districts for additional road improvements,
which they may desire to have during the ensuing year, either
from a special levy upon the taxable property of the election
district in which such road or roads are located or border upon,
by private subscription, or partly by private subscription and
partly by such special levy, or otherwise. And after having
