in which contracts for uniforms for members of the Depart-
ment shall be awarded, and providing for the payment for
such uniforms in installments.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new Section be and the same is hereby added to
Article 4 of the Code of Public Local Laws of Maryland, title
"City of Baltimore," sub-title "Police Commissioners", (Re-
vised Edition of 1915), said Section to follow immediately after
Section 747 of said Article, to be known as Section 747A and to
read as follows:

747A. It shall be the duty of the Board of Police Commis-
sioners to advertise at least three times in not more than three
daily newspapers published in the City of Baltimore during the
month of July, 1918, and in the same month every two years
thereafter for bids from reputable clothing manufacturers to
supply uniforms to members of the Police Department. The
Board of Police Commissioners shall prepare such specifications
and conduct the bidding under such rules and regulations as it
may deem necessary. The contract for furnishing uniforms shall
be awarded within two weeks from the date of the receipt of the
bids to the lowest responsible bidder, and shall be for a term of
two years from the date of the award. The Board of Police
Commissioners shall arrange for the payment by members of
the Department of the amounts due on uniforms in semi-monthly
installments, provided that no member of the Department below
the rank of sergeant shall be required to pay more than $2.00
every pay day. The articles for which the Board of Police Com-
missioners may contract, as herein provided, shall include coats,
dress coats, overcoats, blouses, trousers, vests, hats, caps, and all
other articles of wearing apparel which are properly part of the
uniform, and no other.

The Board shall cause a list of all articles of clothing con-
tracted for, together with the price of each, to be posted in a con-
spicuous place in each station-house in Baltimore City.

SEC. 2. And be it further enacted, That this Act shall take
effect from and after June 1, 1918.
