Board shall, upon examination, be of the opinion that both the
interests of the State and the interests of any prisoner sen-
tenced under the laws of Maryland would be best subserved by
a conditional pardon, it shall be the duty of said Board to lay
before the Governor for his consideration those facts and cir-
cumstances which induced their conclusion in that respect.
It shall be the duty of said Board to investigate and to collect
all information that may aid it in determining the advisability
of recommending to the Governor the conditional pardon of all
persons sentenced for one year or more to the Maryland Peni-
tentiary to the Maryland House of Correction upon the ex-
piration of one-third of the term for which each of such per-
sons has been sentenced. And such investigation shall be made
by the said Board of its own initiative without the necessity
of any application by or in behalf of any of such persons. It
shall be the duty of the Governor to act upon the same within
sixty days after the receipt of any recommendations from the
Advisory Board of Parole.

SEC. 2. And be it further enacted, That this Act shall take
effect on and after June 1, 1918.

CHAPTER 217.

AN ACT to add an additional section to Article 23 of the
Annotated Code of Maryland, title "Corporations," sub-title
"Police," said section to follow immediately after Section
411 of said Article and sub-title, and to be known as Section
411A, the same providing for the appointment of special
policemen.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That an additional section be and the same hereby is
added to Article 23 of the Annotated Code of Maryland, title
"Corporations," sub-title "Police," said section to follow im-
mediately after Section 411 of said Article and sub-title, to be
known as Section 411A, and to read as follows:

411A. The provisions of the aforegoing Sections 406 to
411, inclusive, of this Article shall be extended to and may be
availed of by any corporation, firm or individual maintaining
or operating in this State any factory, warehouse, Storage
house, manufactory, printing or publishing establishment, me-
