shall submit to the said Commissioners a detailed statement of
the affairs of said plant, which said Commissioners may adver-
tise, if they shall see fit so to do. The rate of compensation for
said Registrar shall be fixed by the Commissioners. If the Com-
missioners shall contract for the construction of said plant, the
contractor or contractors shall furnish a corporate bond guar-
anteeing the prompt erection of said plant according to specifica-
tions, guaranteeing the prompt payment for all material used in
said construction and the prompt payment for all labor used
thereon.

SEC, 81-Z. That the title to said electric light plant and all
of the lands, estate, water courses, conduits, pipes, lines, wires,
poles, machinery and other parts thereof shall, when completed
and acquired, invest in the Commissioners of Ellicott City; and
any persons, who shall knowingly and wilfully break or destroy
any of said conduits, pipes, lines, wires, poles, lights or ma-
chinery used in connection with said electric light plant or the
distribution of current therefrom, shall upon conviction of said
offense be liable to a fine of not less than Ten ($10.00) Dollars
nor more than Fifty ($50.00) Dollars for each offense, to be
recovered by the Commissioners of Ellicott City before a Justice
of the Peace, as other fines are collected, or to imprisonment in
the Howard County Jail or in the Maryland House of Correction
for a term of not less than six months nor more than one year,
or both fine and imprisonment, in the discretion of the Justice
of the Peace; one-half of such fine to go to the informer and the
balance to the Commissioners of Ellicott City for the purposes
of this Act.

CHAPTER 208.

AN ACT to repeal and re-enact with amendments Section 886F
of Article 4 of the Code of Public Local Laws, title '' City of
Baltimore", sub-title "Vagrant, Dependent and Vicious
Children", as enacted by the Acts of 1912, Chapter 618.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 886F, of Article 4 of the Code of Public
Local Laws, title "City of Baltimore", Sub-title "Vagrant, De-
pendent and Vicious Children", as enacted by Chapter 618 of
