Public Local Laws of Maryland, title "Howard County", sub-
title "Ellicott City", it being also Section Seventy-seven (77)
of Chapter 836 of the Acts of 1914; be, and the same is hereby,
repealed; that a new Section Seventy-seven (77) shall be enacted
as a substitute for said Section Seventy-seven (77) so repealed;
and that five new sections, to be known as Sections 81-V, 81-W,
81-X, 81-Y and 81-Z, be added to said Article 14, title and sub-
title as aforesaid. That the said new Section Seventy-severi (77),
and the five other sections: 81-V, 81-W, 81-X, 81-Y and 81-Z,
be, and the same are hereby, enacted to read as follows:
SEC. 77. The Commissioners of Ellicott City may levy, for
general purposes, a tax on the property assessed in said city
as follows: While the said Commissioners receive as a part of
the revenues of said city the liquor licenses as provided by the
existing laws, the said tax to be levied by them shall not exceed
thirty-five (35) cents on every one hundred dollars of the as-
sessed value there; and, when the said liquor licenses shall no
longer constitute a portion of the revenues of said Ellicott City,
the Commissioners aforesaid may levy a tax not exceeding sev-
enty-five (75) cents on every one hundred dollars of the as-
sessed value thereof. Said levy shall be made by the Commis-
sioners of Ellicott City on or before the first day of July in
each and every year, and said taxes shall be due and payable
fifteen days after the publication of the ordinance imposing the
same; and, if not paid when due, they shall bear interest at the
rate of six per centum per annum until the same are paid.
The amount of taxes to be levied in any one year shall be ar-
rived at as follows: a budget shall be made up by the said
Commissioners setting forth the different items and the amounts
levied therefor, and the amount levied shall be expended upon
its particular item of the budget and no other. The Commis-
sioners of Ellicott City may include a "Contingent Account" in
their levy, but under no circumstances shall said contingent ac-
count exceed in amount ten per cent, of the total amount levied
for all the other items of said budget. When the amount of
taxes to be levied has been arrived at by said Commissioners for
any one year, they shall immediately publish an ordinance levy-
ing said tax upon the assessed property within the corporate
limits of said Ellicott City. At the same time, they shall pub-
lish in some newspaper published in Ellicott City the budget
fer said year.
SEC. 81-V. That upon a petition of a majority of the resident
taxpayers on real estate in Ellicott City, the Commissioners of
