therefor and inviting bids for the same, after which said Com-
mittee may purchase such material or make contract for such
work, or have such work done by employed labor, or otherwise
as it may deem best; and provided further that said Committee
may make contracts after due advertisement for lighting or
supplying said Section 5 of said village with water for periods
of five years, but no longer period at a time; and provided fur-
ther, that no member of said Citizens' Committee shall furnish
any supplies of any kind or contract in any manner with said
Citizens' Committee.

SEC. 6. And be it further enacted, That said Citizens' Com-
mittee subject to the approval of the said Board of County
Commissioners may adopt such regulations with respect to
dumping of garbage, sanitation, erection of buildings, tearing up
of streets, speed regulations, care of property, removal of snow,
ice or other police or health regulations, and to provide penal-
ties for the violation thereof, as said Committee may deem
proper.

Any Justice of the Peace in Montgomery County shall have
jurisdiction to try and determine any violation of any of said
regulations and to impose the penalties thereby provided. The
sheriff of said county and his deputies and any constable in said
county shall have authority to arrest for any violation of such
regulations and to execute all writs issued by any such Justice
of the Peace in connection with such regulations or with the
punishments of the persons violating any of them. The pro-
cedure shall be in accordance with that now provided for the
trial of misdemeanors by said Justice of the Peace and appeals
shall be allowed as in cases of misdemeanor. All proceedings
with respect to tke violation of any such regulation shall be con-
ducted by or through and in the name of said Citizens' Com-
mittee on behalf of said Section 5. Costs of any such proceed-
ings may in the discretion of the presiding Justice of the Peace
be assessed against any person convicted of any violation of said
regulations and if not so assessed shall be paid by said Citizens'
Committee.

SEC. 7. And be it further enacted, That for the purpose of
making the improvements provided for in Section 4 of this Act
or for making improvements from time to time other than main-
tenance and repairs, the said Citizens' Committee are hereby
authorized and empowered to borrow money and otherwise con-
tract indebtedness and obligate said Section 5 in amounts not
