assess all the improvements or additions to property in the
town which may be made after a general assessment, and an
appeal shall be from his valuation to the Town Council. He
shall receive for his services a commission of five per cent, on
all taxes and other claims collected by him.

195E. The Bailiff shall qualify in such manner as the Town
Council shall require. He shall perform all the police
of the town and for this purpose he is clothed with all the pow-
ers of a constable under the general law. He shall promptly
bring" all violators of the ordinances of the town to trial be-
fore the police magistrate. He shall enforce the ordinances of
the town, and shall be subject to the order/s of the Mayor and
Council, provided such orders are not contrary to the ordinances
of the town. He shall receive the sum of seven hundred and
twenty dollars a year for his services, to be paid in monthly in-
stallments of sixty dollars, and shall in addition thereto be en-
titled to receive the same fees as a constable in Garrett County
for making arrests or serving any process for violation of the
ordinances of the town.

SEC. 2. And be it further enacted, That all Acts or parts of
Acts inconsistent herewith are hereby repealed to the extent of
said inconsistency, but nothing in this Act shall affect or invali-
date any ordinance of said corporation, or be construed to re-
lease airy person from the payment of taxes now owing by him
to said town or shall affect the tenure of office of any present
officer of said town heretofore elected or appointed and now in
office who shall hold their office until the term for which they
have been elected or appointed shall have expired and until
their successors are elected and qualified; and nothing herein
shall in any manner whatsoever affect the right, actions, obliga-
tions, property and effects of said corporation.

SEC. 3. And be it further enacted, That this Act shall take
effect the first day of June, 1918.
