ceeding three years and at not exceeding six per cent (6%) per
annum, and to pay the same over to the treasurer of the County
Board of Education of said County for the payment, as the said
County Board of Education may determine, of increased sal-
aries to the teachers in the public schools of said County.
SEC. 2. Be it further enacted, That said sum to be so bor-
rowed and all interest thereon shall be levied as a school tax
by said Board of County Commissioners on the taxable property
of said County during a period to be determined by the said
Board of County Commissioners not exceeding three years; and
so much thereof as may be levied by said Board of County Com-
missioners in any one year shall supplementary to the Annual
School Budget of such year as may be submitted by the said
County Board of Education.
SEC. 3. And be it further enacted, That this Act is hereby de-
clared to be an emergency law and necessary for the immediate
preservation of the public safety, and being passed upon a yea
and nay vote supported by three-fifths of all members elected to
each of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 158.
AN ACT to repeal Chapter 306 of the Acts of the General As-
sembly of Maryland of 1904, entitled "AN ACT to repeal Sec-
tion 1 of Chapter 282 of the Acts of General Assembly of
Maryland, passed at the January session of 1894, entitled 'AN
ACT to provide for the examination and auditing annually
of the accounts of the Board of County School Commissioners
for Caroline County, the Trustees of the Poor of Caroline
County and the County Treasurer of Caroline County, and to
require the appointment of an auditing committee, with full
power to summon and swear witnesses in relation thereto,
and to re-enact the same with amendments' ", and to provide
for the appointment of a certified public accountant to ex-
amine annually the accounts, vouchers, books, and papers
of the Board of County School Commisisoners and the Treas-
urer thereof, the Trustees of the Poor, the County Treasurers
and County Commissioners for Caroline County.
