estimates, emergency funds and all resources and receipts, and
all expenditures and disbursements that have been made.
The said report shall be immediately printed by the County
Commissioners, and sufficient copies thereof placed in the office
of the County Treasurer that any taxpayer may procure one.
And, further, the said report shall immediately be published
by the County Commissioners for at least one week, in not
less than two newspapers of general circulation, published in
Cecil County.
SEC. 12. And be it further enacted, That any willful dis-
regard, breach, evasion, violation or failure to discharge any
of the duties herein imposed upon any member of the Board
of County Commissioners, or Board of Estimates, or on the
part of the members or member of any other Board, or by or
upon the part of any official, shall be a misdemeanor, and upon
indictment for and conviction of such offense in the Circuit
Court for Cecil County, he stall be fined not more than one
thousand dollars or imprisoned in the County jail for not
more than one year, or be both fined and imprisoned in the
discretion of the Court.
SEC. 13. And be it further enacted, That all Acts hereto-
fore passed and which are inconsistent with the provisions
hereto, such prior Act or Acts are hereby repealed so far as
they conflict with the provisions hereof.
SEC. 14. And be it further enacted, That this Act is hereby
declared to be an emergency law, necessary for the immediate
preservation of the public health and safety.
SEC. 15. And be it further enacted, That this Act shall
take effect from the date of its passage.

CHAPTER 142.
AN ACT authorizing and directing the Mayor and City Council
of Baltimore to appropriate by ordinance of the Mayor and
City Council of Baltimore, the sum of five hundred and fifty-
one dollars and eighty-three cents ($551. 83), to pay to the
Bex Distilling Company, refund on account of unused por-
tion of wholesale liquor license.
