the time when said improvements shall be completed; and the
said building committee in connection with the county school
commissioners of Anne Arundel County shall award the con-
tract to the lowest responsible bidder who shall give bond in
such penalty as said committee shall determine conditions for
the faithful performance of the contract entered into, which
bond shall be liable at the suit or suits for any violation of its
conditions; and the county school superintendent is authorized
to employ an architect under whose control and supervision
as to material and workmanship, by which said improvements
shall be erected. And they shall also determine upon the
proper furnishing of said additions and shall advertise for such
furniture, and award the contract therefor to the lowest re-
sponsible bidder; provided, however, that the entire cost of con-
structing and furnishing said additions shall not in any case
exceed the amount determined on by the school commissioners
for erection and furnishing of said additions.
SEC. 4. And be it enacted, For the purpose of erecting and
furnishing said additions the school commissioners of Anne
Arundel County are hereby authorized and directed to issue
bonds in the name of these school commissioners of Anne Arun-
del County to be endorsed by the county commissioners of Anne
Arundel County (which endorsement said county commission-
ers are hereby authorized and required to give) to the amount
of $10, 000. Said bonds shall be issued in sums of not less than
$100 or more than $1, 000 each, and shall be signed by the presi-
dent of said board of school commissioners and countersigned
by the said secretary of said board with the corporate seal at-
tached; said bonds shall be dated July 1, 1918, and shall bear
interest at the rate of 5% per annum payable on the first day
of January and July in each year until the said bonds are re-
spectively paid; for which semi-annual coupons shall be at-
tached to said bonds to be signed as aforementioned, said bonds
shall be payable to the bearer and shall be exempt from all tax-
ation other than taxation for State purposes and shall have
printed upon them distinct reference to this Act as authoriz-
ing the issue thereof. Said bonds shall be endorsed by the
county commissioners of Anne Arundel County and the credit
of the county shall be pledged thereby for the payment of the
same; such endorsement shall be signed by the president of
the board of county commissioners of Anne Arundel County
and the clerk of said committee countersigning the same with
the corporate seal of said county attached thereto.
