pose herein stated and in addition to the tax levied for general
purposes as authorized by the charter of the town of Hurlock.
SEC. 5. And be it enacted, That the work of constructing
and building the said sewerage system, including a sewerage
disposal plant, and of acquiring the necessary property there-
for, shall be done by the "Commissioners of Hurlock, " through
the agency of a Commission to be known as the "Hurlock
Sewerage Commission, " the members of which shall serve with-
out pay, and which shall be composed of five persons, all citi-
zens of the town of Hurlock, to wit: Jasper L. Thompson,.
Thomas I. Wright, Fred R. Waddell, S. O. Neal and S. El-
wood Andrews; and any vacancy in said Commission, which
occurs at any time shall be filled by the Commissioners of
Hurlock, who shall select some citizen, or citizens of said town
to fill such vacancy or vacancies, and the removal of any mem-
ber of said Commission from the corporate limits of said town
shall be equivalent to resignation from membership on said
Commission and shall disqualify such member from further
service thereon.
SEC. 6. And be it enacted, That the said "Hurlock Sewer-
age Commission" shall organize by electing one of its members
as Chairman and another of its members as Secretary, and
they shall have full power and authority to determine by a
majority vote all questions connected with the building and
construction of said sewerage system, and with the purchase
and acquisition of all property or properties, supplies and ma-
terials necessary thereto, and they shall also determine what
streets, lanes, alleys, routes and sections within the town of
Hurlock, and what roads, ways or other property in the sub-
urbs of said town shall be acquired and used for the construc-
tion and installation of such sewerage system; and they shall
have pow-er to make contracts for the building and construc-
tion of said sewerage system, and for the purchase and acqui-
sition of property and materials therefor, and for the employ-
ment of labor, such contracts to be in writing and to be executed
on the part of said Commission by the signature of the Chair-
man, attested by the Secretary; and they may, if they deem
it advantageous, award the work of constructing the said sew-
erage system, or any part thereof, to the best responsible bidder
therefor, after competitive bidding, under such terms as the
said Commission may prescribe, reserving in any case to them-
selves the privilege of rejecting any and all bids; and if deemed
advisable the said "Hurlock Sewerage Commission" may em-
