which licenses were rendered useless by said act for the last
six months, November 1, 1917, to November 1, 1918; there-
fore

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the county commissioners of Prince George's
County are hereby authorized and directed to levy in the next
succeeding levy for taxes, and pay to each of said liquor dealers
of said county holding a license on November 1, 1917, the
amount of such license so unused by reason of the prohibition
act of 1917.

The board of liquor license commissioner shall forthwith
certify to said county commissioners the persons holding Coun-
ty liquor licenses on November 1, 1917, and the amount paid
by each of such licensees and payment by the county commis-
sioners shall be in accordance with such list.

Approved March 22nd, 1918.

CHAPTER 20.

AN ACT to propose an amendment to Article 1, title "Elective
Franchise, " of the Constitution of the State of Maryland,
by adding a new section thereto, to be known as Section 1A,
the same relating, to absent voting; and to provide for the
submission of said amendment to the qualified voters of this
State for adoption or rejection.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, three-fifths of all the members of each of the two Houses
concurring, That the following new section be and the same is
hereby proposed as an amendment to Article 1, title "Elective
Franchise, " of the Constitution of the State of Maryland, to
be inserted after Section 1, and to be known as Section 1A;
the same, if adopted by the legally qualified voters of the State
as herein provided, to become a part of Article 1 of the Con-
stitution of Maryland:

Section 1A. The General Assembly of Maryland shall have
power to provide by suitable enactment for voting by qualified
voters of the State of Maryland who are absent and engaged
in the Military or Naval Service of the United States at the
time of any election from the ward or election district in which
they are entitled to vote, and for the manner in which and the
