CHAPTER 78.
AN ACT to add twelve additional sections to Article 33 of
the Annotated Code of Maryland, title "Elections, " said
additional sections to follow immediately after Section 218
of said Article, to be sub-titled "Voting by Mail, " and to
be numbered, respectively, 219, 220, 221, 222, 223, 224,
225, 226, 227, 228, 229 and 230; the said sections author-
izing and providing the means for duly qualified voters
absent in the military or naval service of the United States
or the State of Maryland, by reason of a state of war or
other circumstances calling them into such service, to vote
by mail at all general, primary and special elections, whether
Presidential, Congressional, Judicial, State, County or
Legislative District or any election in Baltimore City, on
and after the adoption of an amendment to the Constitution
of the State permitting such voters to vote by mail, and
subject to the contingencies, provisions and limitations in
this Act contained; providing for the suspension in such
case of certain provisions of the election laws; and, gener-
ally, for the means and methods of such mail voting; and
for penalties.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That on and after the adoption by the qualified voters
of this State of an amendment to the Constitution of the State
of Maryland, permitting voting by qualified voters of the State
who are absent at the time of any election from the ward or
election district in which they are entitled to vote and when-
ever a state of war exists in the United States, twelve addi-
tional sections be and the same hereby are added to Article 33
of the Annotated Code of Maryland, title "Elections, " said
sections to follow immediately after Section 218 of said Article,
to be sub-titled "Voting by Mail, " to be numbered, respective-
ly, 219, 220, 221, 222, 223 224 225, 226, 227, 228, 229 and
230, and to read as follows:
219. Whenever a state of war exists in the United States,
or such other circumstances occur as to cause the Government
of the United States to call into service the Maryland National
Guard, or any of the units of the Maryland National Guard,
and the Maryland Naval Militia, or either the Maryland Na-
tional Guard or the Maryland Naval Militia, and by reason of
such state of war or such other circumstances, duly qualified
voters of the State are absent from the ward or election dis-
