sums of money so expended in the making of said improve-
ments shall be added to the purchase price fixed by the Public
Service Commission of Maryland, and the aggregate amount
thus obtained shall constitute the final purchase price to be
paid by the Mayor and Council of Hagerstown to the Wash-
ington, County Water Company for its said plant, which
amount the Mayor and Council of Hagerstown shall be re-
quired to pay before it shall be entitled to acquire title to said
plant.

SEC. 14. And be it further enacted, That at the regular
election to be held in Hagerstown, Maryland, on March 25,
1918, or at a special election to be held in said city not later
than May 1, 1918, the exact date thereof to be fixed by reso-
lution of the Mayor and Council, the question of the purchase
of said water plant from the Washington County Water Com-
pany, as hereinbefore set forth, shall be submitted to the quali-
fied voters of Hagerstown, who shall cast their ballots marked
"For Purchase of Water Plant, " or "Against Purchase of
Water Plant, " as said voter shall desire to vote for or against
said purchase, and if at said election the number of ballots
cast upon said question and reading "For Purchase of Water
Plant, " shall exceed the ballots cast against the question and
reading "Against Purchase of Water Plant, "' then this Act
shall immediately come into force and effect, but if at said elec-
tion the number of votes cast upon said question, and reading
"Against the Purchase of Water Plant" shall exceed the num-
ber of votes cast upon said question and reading "For Pur-
chase of Water Plant, " then this Act shall be void, and all
ballots cast at said election shall have printed thereon the price
of said Water Plant as determined by the Public Service Com-
mission of Maryland. It shall be the duty of the Mayor and
Council of Hagerstown to give at least five days' notice before
said election of the submission of said question to the quali-
fied voters in Hagerstown in two newspapers published in
Hagerstown, Maryland, which said notice shall state the price
to be paid and be sufficient to give the title of this Act, the
object and substance thereof and the way in which the ballots
to be cast thereon shall read.

SEC. 15. And be it further enacted, That if a majority of
the qualified voters of Hagerstown shall, at the election here-
inbefore authorized, approve the purchase of said Water Plant
and a majority of the stockholders of the Washington County
