by them, and to cause any dog to be killed; for the promotion
of morality, health, convenience and safety of the inhabitants
of said town, and for the locating, opening, constructing,
straightening, widening, extending, improving, grading, pav-
ing, repairing, closing or sewering of streets, lanes and alleys
of said town, whether done exclusively by said commissioners,
or in conjunction with, or under the supervision of, the State
Roads Commission. And to assess the cost and expenses there-
of in whole or in part, a sum not to exceed $1.00 per lineal foot
upon the owner or owners of the abutting property, whether
the same be owned by an individual, firm or corporation, which
said cost and expenses as assessed by said Commissioners of
Federalsburg shall be due and payable within ten days after
any work done under the provisions of this Act, shall have
been completed along said abutting property. The said costs
and expenses as assessed aforesaid shall be a lien upon the said
abutting property and interest shall be chargeable on said
assessment from the time same is due and payable, and all
assessments that are not paid when due aforesaid, shall be col-
lectible by an action at law.

Section 26A. And be it further enacted, That the said Com-
missioners of Federalsburg may, whenever they deem it neces-
sary, borrow money on the credit of said town, by note or
notes, in any amount they deem necessary, provided said in-
debtedness thus created, shall not exceed at any time the sum
of seven thousand ($7,000.00) dollars. And the said Com-
missioners of Federalsburg be and are hereby empowered and
directed to levy a tax on the assessable property of said town
in addition to what they are now authorized to levy to pay
said notes and interest thereon when they become due and
payable.

SEC. 2. And be it enacted, That this Act is an emergency
law and necessary for the immediate preservation of the pub-
lic health and safety, and having been passed by a yea and
nay vote, supported by three-fifths of all the members elected
to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.
