demeanors, and particularly all persona violating any law in
regard to the keeping and maintaining of disorderly or bawdy
houses which may be located within said zone. The compensa-
tion of said special policemen shall be eighteen dollars ($18. )
per week, and they shall be uniformed and equipped as the
Governor may determine at the cost and expense of the State
of Maryland.
SEC. 5. And be it further enacted, That out of such appro-
priation as may be made by this extraordinary session of the
General Assembly for purposes connected with the present war,
there shall be expended, by such board or agency as may be
duly authorized, any such sum or sums as may be necessary,
for the purposes of this Act, or the same may be paid out of
any moneys in the Treasury available therefor and not other-
wise appropriated.
SEC. 6. And be it further enacted. That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public safety, and being passed upon
a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

CHAPTER 2.
AN ACT to authorize the Conservation Commission of Mary-
land to lease to the United States of America any and all
vessels belonging to or constituting the Maryland State Fish-
ery Force.
WHEREAS, A state of war now exists in the United States;
and
WHEREAS, The Commandant of the Fifth Naval District
(including Chesapeake Bay and tributaries) has requested the
Conservation Commission of Maryland to lease to the Govern-
