said water works shall be purchased, and at such, election the
ballots cast upon that question shall have the words, "For
Water Works," or "Against Water Works" thereon, and if the
majority of the votes cast upon said question shall be "For
Water Works, " then the Commissioners of Chestertown, or a
majority of them, shall proceed to execute the power vested in
them by this Act, and purchase said water works, but if the
majority of votes cast shall be "Against Water Works," then
they shall not execute such powers nor purchase said water
works.

SEC. 6. And be it enacted, That the Commissioners of Ches-
tertown, if the vote taken as aforesaid shall be in favor of issu-
ing of bonds for the purchase of water works shall be and they
are hereby authorized and empowered to negotiate, sell or dis-
pose of said bonds, or as many thereof as they shall deem
proper, and with the proceeds thereof to purchase said water
works and improve same, and the Commissioners of Chester-
town are furthermore fully authorized to pass all necessary
ordinances with penalties for their violation for the proper
security and protection of said water works.

SEC. 7. And be it enacted, That after the purchase of the
property of the Chestertown Water Company by the Commis-
sioners, the said Commissioners of Chestertown shall appoint
a water board, consisting of three persons, each of whom shall
have the same qualifications as those required of a Commis-
sioner of Chestertown, who shall hold office until the fourth
Monday in April, 1909, and until their successors are elected
and qualified, at which time the duly qualified voters of Ches-
tertown, entiled to vote for the Commissioners thereof, shall be
entitled to vote for a water board which shall consist of three
persons with the qualification above named, and who shall hold
office for three years, and which said water board shall in like
manner be elected at the expiration of each three years there-
after at the regular election of a Commissioner of Chestertown
and who shall qualify in the same manner as do the Commis-
sioners of Chestertown and said water board shall hold at
least four quarterly public meetings in each year.

SEC. 8. Be it enacted, That the said Commissioners of Ches-
tertown and their assessors before they sell the said bonds shall
each give bond to the State of Maryland in the penalty of
twelve thousand dollars with security to be approved by two
judges of the Orphans' Court or a judge of the Circuit Court
for Kent county with the condition that he shall faithfully
perform and execute the duties imposed upon him by this Act,
and that each of said members of the Water Board to be ap-
