878 LAWS OF MARYLAND.

by chapter 528 of the Acts of 1906, be and the same is hereby
repealed and re-enacted with amendments to read as follows:

59c. That the said Commissioners shall have full power to
make all regulations and ordinances not inconsistent with the
Constitution and laws of this State as from time to time they
may deem necessary or expedient for the comfort, convenience
and prosperity of the said town and its inhabitants; for the pre-
vention, removal and abatement of any nuisance and the pres-
ervation of health, the suppression of vice and immorality and
to regulate by ordinance the hours of the night when children
under the age of sixteen years shall not be allowed in the
streets, lanes or alleys of Chestertown, except in going to or re-
turning from divine worship, or in company with a parent or
guardian, and for the general police regulation within the
limits of said town, and provide fines, penalties and forfeitures
for the violation of any of the ordinances passed by said Com-
missioners, but no fine or penalty shall exceed the sum of
twenty-five dollars.

SEC. 2. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 289.

AN ACT to provide for the franchise of water works for the
town of Chestertown, in Kent County, Maryland, and to au-
thorize the appointment and election of a Water Board for
conducting, carrying on and maintaining same, and to issue
bonds to pay therefor, and to levy an annual tax for the pay-
ment of such bonds and interest thereon.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Commissioners of Chestertown be and they are
hereby authorized and empowered to issue bonds in the name
of the Commissioners of Chestertown to an amount not exceed-
ing thirty thousand dollars in sums not less than one hundred
dollars, nor more than one thousand dollars, to be signed by
the Commissioners of Chestertown under the corporate seal of
the said Commissioners, to be designated as "Chestertown
Water Bonds," bearing interest at a rate not exceeding five per
cent, per annum, payable semi-annually on the first day of July
and the first day of January of each year, which bonds shall be
exempt from all county and municipal taxation, and the due
or overdue coupons for interest shall be received by the Com-
missioners of Chestertown in payment of town taxes. Said
bonds shall be payable in sums of one thousand dollars in each
