CHAPTER 701.
AN ACT to add an additional section to article 14 of the Code
of Public Local Laws, title "Howard County," sub-title "Jus-
tice of the Peace and Constables," to be known as section
90A, providing for the appointment of additional constables
in Howard county, and for the payment of services of same.
Whereas certain railroad and railway companies are making
extensive changes in their road-beds and new roads are pro-
posed to be built; and,
Whereas the constructing of such new road-beds and new
roads require the employment of large number of workmen and
the consequent gathering along the line of such new work many
dangerous and disorderly persons; and,
Whereas the regular constables and police force of Howard
county is limited, and unable to preserve order and prevent vio-
lations of the law and protect the law-abiding people from dis-
turbance and injury resulting from these unusual conditions;
therefore,
SECTION 1. Be it enacted by the General Assembly of Mary--
land, That a new section be added to article 14 of the Code of
Public Local Laws of Maryland, title "Howard County," sub-
title "Justice of the Peace and Constables," and to be desig-
nated as section 90A.
90A. Power and authority is hereby given to the County
Commissioners of Howard county to appoint such number of
additional constables in said county, in their discretion, they
may deem necessary, when the necessity arises for additional
constables to preserve order, when by reason of repairing or
building new railroads or railways, or from any other cause,
large numbers of disorderly characters or persons are drawn
into said county. The County Commissioners aforesaid, shall
require the individual contractor, company or corporation to
pay for the services of such extra constables not exceeding $2.00
per day, when such individual contractor, company or corpora-
tion are engaged in such work or enterprises whereby disor-
derly and dangerous persons are drawn into the county, and the
regular constables now provided for are unable to preserve the
peace and order when such work is being done, and the con-
stables so appointed shall have all the police powers of a con-
stable of Howard county as now provided by law or hereafter
provided. Before the appointment of such extra constable or
constables as herein provided for, the County Commissioners
aforesaid shall give notice of such individual, contractor, com-
pany or corporation of the necessity of the appointment of such
