person for the performance of said duties of clerk, excepting
such as may be paid to said Assistant Treasurer.
SEC. 2. And be it enacted, That all Acts or parts of Acts in-
consistent with the provisions of this Act, be and the same and
are hereby repealed so far as they are inconsistent, and that
this Act shall take effect from the date of its passage.

CHAPTER 703.
AN ACT to authorize, direct and empower the County Com-
missioners of Cecil county to create a bonded debt and bor-
row money for the purpose of acquiring real estate and to
construct a new county house and public offices thereon, and
provide proper sewerage for the same; and to sell and con-
vey the property upon which the courthouse now stands
and to regulate the expenditure of the money borrowed on
said bonds and the proceeds of sale of the property hereby
authorized to be sold.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Cecil county be and
they are hereby authorized, directed and empowered to acquire
by purchase or otherwise land in the town of Elkton, Cecil
county aforesaid, and to construct thereon a courthouse and
fire proof public offices and provide therein a room for the Cir-
cuit Court for said county, fire proof offices in which to keep the
public records of the Circuit Court and land records, the Regis-
ter of Wills, clerk's office, Register's office, County Commission-
ers' office, room for the School Commissioners, jury and other
necessary rooms therein, and to furnish the same with proper
furniture, and to drain said land and buildings and provide
suitable outlets for the sewerage therefrom; to make the neces-
sary excavations and lay sewers and pipes under and across
the public streets of said town and under and across such other
lands as may be necessary for that purpose; and the said Com-
missioners are hereby authorized to acquire either by purchase
or condemnation proceedings the land necessary for the pur-
pose aforesaid; and if the said County Commissioners are un-
able to agree with the owner or owners for the land upon which
to erect the courthouse and public offices or with the Town Com-
missioners or with any person or persons for the right to cross
the public streets or lands aforesaid to put in and construct
said sewers for the purposes aforesaid, then they are hereby
authorized and empowered to proceed to condemn the same for
the use of said county, in the way and manner provided in
sections 360 to 365 inclusive, of article 23 of the Maryland
