appeal; provided, that the person taking such appeal shall,
within ten days, apply to said commissioners for the same in
writing, and in twenty days thereafter cause to be delivered to
the clerk of the Circuit Court aforesaid a copy of said award
filed with said commissioners, together with a copy of the
order of the said commissioners ratifying or rejecting the
same, and all other papers relating thereto, and the said cor-
poration shall be liable for and tender any damages thus as-
sessed and determined to the persons entitled, or if rejected,
hold the same to his credit and for his use; and the said com-
missioners shall have full power to assess and levy, either gen-
erally on the whole assessable property of said town, or spe-
cially on the property of persons so assessed to be benefitted
thereby, the whole or any part of the amount of damages and
expenses that they shall ascertain will be included in locating,
opening, extending, widening, straightening, laying or closing
up the whole or any part of any street, lane, alley, sewer or
drain, in said town, and to collect the same in the manner
hereinbefore provided for the collection of the general tax levy.
SEC. 2. And be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 447.
AN ACT to repeal section 5 and section 11, of chapter 597 of
the Acts of General Assembly of 1904, entitled "An Act to
incorporate the town of Hillsboro, Caroline county, Mary-
land," and to re-enact the same with amendments.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That section 5 and section 11 of chapter 597 of the Acts
of the General Assembly of 1904, entitled "An Act to incorpo-
rate the town of Hillsboro, Caroline county, Maryland," be and
the same are hereby repealed and re-enacted so as to read as
follows:
SEC. 5. And be it enacted, That the citizens of Hillsboro who
have resided in said town for six months previous to the day
of election, and who are qualified in other respects to vote for
Delegates to the General Assembly shall, on the first Saturday
in June, 1904, between the hours of two and five o'clock P. M.,
at such places as the aforesaid judges of election shall appoint,
elect by ballot five persons, residents and qualified voters of,
and owners of real estate in said town, as Commissioners of
Hillsboro, to serve from one year therefrom, or till their suc-
