ing said jail erected, and in case of death or refusal to act, or
resignation of any one or more of them, a majority of the
judges of the Circuit Court of said county shall fill the vacancy
or vacancies; the members of said committee shall serve with-
out pay. A majority of them shall form a quorum for business
that shall be necessary for the decision of all questions arising
in the discharge of their duties.

SEC. 5. And be it further enacted. That said building com-
mittee shall adopt a plan and specification for the said build-
ing and the necessary furniture therefor, and may contract for
the same, having first invited sealed proposals by advertise-
ment or otherwise, and contract or contracts shall be awarded
to the lowest responsible bidder or bidders, who shall give good
and sufficient bond to the County Commissioners to be approved
by the said building committee for the faithful performance of
said contract or contracts. But in the event that no satis-
factory bid shall have been received from any contractor or con-
tractors, then the building committee may proceed to erect said
building in any other manner the majority of said committee
shall determine, provided they shall not exceed the amount pro-
vided therefor.

SEC. 6. And be it enacted, That the president of the Board of
County Commissioners shall, upon the order of the building
committee, pay over to the same such sums as they may from
time to time require, taking their receipt for the same; and the
County Commissioners shall cause to be entered into a book the
amount received from the sales of bonds under this Act, also
keep an accurate account of all expenditure or cost of whatso-
ever kind that may be made in connection with the building of
said jail, and to have same published in a newspaper published
in the county.

SEC. 7. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 684.

AN ACT to prohibit persons or corporations in Calvert county
dealing in junk from buying brass, copper and junk of all
kinds from minors without the consent of the parent or
guardian of the said minor.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That it shall not be lawful for any person or corporation
in Calvert county dealing in junk or second-hand goods to buy
