contract for and superintend the building of an addition to the
Court House in Towson sufficiently large to accommodate with
offices all the public offices of Baltimore county, and the fur-
nishing said Court House and offices when so constructed with
necessary and proper cases for the reception and preservation
of the public records and with all the necessary furniture and
such other things as the public convenience may require, at a
total cost not to exceed the sum of sixty thousand dollars.
SEC. 2. And be it enacted,, That the County Commissioners
of Baltimore county are hereby authorized and required, upon
the requisition of the said Board of Commissioners appointed
by this Act, or a majority of them, to pay over to the treasurer
of said Board of Commissioners such sums of money as may
be from time to time required and found necessary for the con-
struction of said addition to said Court House, and furnish-
ing the same; such sums not to exceed in the aggregate the
sum of sixty thousand dollars. Said payments shall be made
out of any fund or funds which may be available therefor,
so far as the same suffice, and if there be no sufficient sums
available for such purpose, the County Commissioners of Bal-
timore county are hereby authorized and required to borrow
on the credit of Baltimore county, from time to time, and upon
such terms as they may deem proper, at a rate of interest not
exceeding six per cent, per annum, any sum or sums of money
required and found necessary for the construction of said addi-
tion, and for furnishing the same; and in the event of borrow-
ing any such sum or sums as aforesaid, said County Commis-
sioners of Baltimore county are hereby authorized and required
to levy annually upon the assessable property of Baltimore
county in the levies of 1909, 1910 and 1911 such sum or sums of
money as may be necessary to repay the amount or amounts so
borrowed as aforesaid, with interest thereon, and shall apply
the sums so levied to the repayment of such loans.
SEC. 3. And, be it enacted, That the said commissioners
appointed by this Act shall appoint one of their own number as
treasurer, who shall have in charge all moneys' borrowed as
herein provided, and who shall pay out and disburse the same
upon the order of a majority of said commissioners, and keep a
full and perfect account of all moneys received and disbursed
by him with the vouchers therefor, which he shall regularly
render and exhibit to the said commissioners at such time and
in such manner as they or a majority of them may require, and
shall faithfully account for all money received by him as treas-
urer as aforesaid, and the person so appointed as treasurer,
before he acts as such, shall give bond with surety to be ap-
